I've got an amazing idea. Remove Stealth Rock's type-based damage. Instead, have it deal the equivalent damage to two layers of Spikes to both grounded opponents, and Flying-Type/Levitate Pokemon. Stealth Rocks are also now removable upon a Rock-Type switching-in

Stealth Rocks damage is halved for all grounded Pokemon. This is Bug/Fire/Ice types aren't as screwed over for Flyings broken bullshit. Since Flyinng types are immune to Spikes, Webs, and an Entire type this is fair. Also the Rocks float in the air so it works with the lore.
