Lucario was rare because you could only get him from hatching that gift egg, but everyone could get it and get excited when a brand new Pokemon hatched out of it. Zoroark was locked behind an event because Game Freak simply thought making Lucario rare was what made it popular, so they tried to shill Zoroark but nobody could actually use the damn thing. Maybe I'm remembering wrong, but I believe the Zoroark event didn't even happen right away, so by the time people could catch him they had already finished the game. Normalfags connect with Pokemon while adventuring with them, it's why startersare almost always popular. Locking Zoroark behind an event that didn't happen until people had finished the game killed any opportunity of him being a successful shillmon.
