Steam Siege is definitely a crappy set too. Keep in mind some of those sets will mature slowly as they don't have the chase cards of say Evolutions or Flashfire, but they will go up.
RE: Japan Post. The set was only available through a lottery system. If you were selected they sent you a card in the mail that you then had to take to a Japan Post location physically to redeem and pay for your set. No proxy would be able to do that for you, so a lot of the sets are going to be in the hands of (lucky) Japanese scalpers.
