Rival quality hasn't degraded over time, it just fluctuated.
Although the "main" rivals for Gens VI-VIII were shit you had some decent ones in there like Marnie and Gladion.
'Nice' rivals aren't inherently bad as Barry and Cheren were great. It's just that Hau and Hop were done so poorly I wanted to pulverizethem every time they came on the screen.
