Whimsicott if it has fairy typing now it can switch on dragons(if no fairy type or Zekrom not being in try Haxorus)
Krookodile is based.
Sigilyph(alternative Reuniclus, or Braviary)
Just a couple of mons I think he would use, and what they player likely chose at least once.

Actually maybe replace Darmanitan with Simisear since we're giving him Samurott, just to show off giftmons, although no reason to keep the shitty fire monkey when you find a better fire monkey.

yeah its for white 2 specifically, I have extreme autism where when I replay games I make "rom hacks" I am not very skilled at them so I end up just adding extra fights and making the game a little bit harder, change trade evos to normal level up evolutions and stuff like that haha I am beyond help

A word of advice: whatever team you give Hilbert, he should have Emboar. The people that say Hilbert gets Oshawott so Cheren gets Snivy "because smug" are the same people who say Lucas gets Turtwig so Barry gets Chimchar "because energetic." It has never been the case that a Trainer's Pokémon needed to match their personality, and even if it was, what does Samurott have to do with Hilbert? The cool-headed samurai Pokémon suits Cheren more than a queenly snake does, and loyal, friendly Emboar is a perfect fit for Hilbert. Do the right thing. Give him the pig.

If you're going to give him a post-game "special" Pokémon it should be Musharna instead of Gyarados. Gyarados overlaps with Samurott, and it's the only Kanto mon on an otherwise Unova team.
Also all three starters is a cop-out. It was lame with Red and it would be lame with Hilbert
