What?? The Pokédex in Gen 2 contains all 251 Pokémon right off the bat. Gen 1 Pokémon are a part of Johto.

Yes, the Gen 1 Pokémon are. The Gen 2 Pokémon are supposed to be rarer to give the player a surprise.

Neither Ho-Oh or Lugia are God figures. In fact, they are canonically the weakest box Legendaries apart from probably Zacian and Zamazenta.

They are never introduced in the plot in the first place. It was supposed to be a secret that the player discovered on their own. The only reference in the story of Ho-Oh and Lugia is the Director giving you a Rainbow Wing or Silver Wing, and even then, no mention of them by name. It was supposed to just be a subtle hint.

The only late game evos in Gen 2 are Dragonite and Tyranitar, and they're pseudos so it makes sense.
