All mons can be used in a regular playthrough. It doesn't mean they are good. Johto has most of the weakest final evolutions in this franchise and I still don't know why. Even the starters that are usually decent got the worst treatment.

It's always impressive how Johto fans try to pretend the flaws don't make sense, when in reality the game design is a complete mess

I used strong Pokémon in my recent Crystal playthrough and struggled with Bugsy, Chuck and Pryce, and lost multiple times to Whitney and Morty. Haven't got to Clair yet. GSC really is one of the most difficult Gens apart from USUM and Emerald.

It's obvious that they were intentionally made unusable to make Kanto trio look good.

By NPCs I assumed they meant route trainers, since those are usually what are seen as easy. Obviously the gyms have mons like Scythe, Kingdra, and the infamous Miltank.
