gamefreak's mentality is fucked.
if a type is good, they nerf it to oblivion (ex: normal and psychic in gen 1, dragon until gen 6)
because rock used to be the only type to resist normal, it was deemed appropriate to give it all those weaknesses.
then normal becomes shit, steel gets added (a new type that resists normal, taking away rock's nice, AND resists rock AND is supereffective on rock), which by proxy (together with dark) buffed fighting, which resists AND is supereffective on rock

now with fairy they have nerfed rock EVEN MORE as steel is more prominant.

however, at the very least, rock is buffed by sandstorm. This gave it somewhat of a devensive niche which is cool. and now that poison is not the cuck type it used to be, their resistance to it has some value.
If only they had made it resist fairy...(because fairies and crystals?). A man can only dream
Ice on the other hand is the most cucked type in existance, with fairy taking a big dump on its grave lol

Weaknesses don't matter that much, it's resistances that are key. Steel is weak to some of the most common attacking moves in the game in Ground, Fire, and Fighting but because it resists half the other types it's still incredibly strong. Ice and Rock's weaknesses are fine, they just need some actually useful resistances.

Do you know how to read? I acknowledged Rock and Ice are shit but the problem isn't their number of weaknesses, it's their lack of useful resistances. Ice has nothing but itself and Rock only has Normal, Flying, Poison, and Fire of which only Fire is really commonly seen.

Grass has just as many weaknesses as Rock and more than Ice but is a much better type because it has useful resistances that allow its Pokemon to actually get switch-ins.

Pokemon types are balanced weirdly. Grass for example seems incredibly shit on paper because of its matchups, but it compensates by having a wide array of useful status moves, such as spore and leech seed. In contrast, Steel has godly type matchups but is often held back by very narrow movepools.
All this being said, gamefreak sometimes do fail at the unconventional balancing shtick. Fire has significantly better matchups than Ice, all while having its own weather and status condition (which would otherwise by Ice's saving grace).
Rock really doesn't have it too bad; it's got a lot of hard-hitting moves, a resistance to Normal, and the dreaded Stealth Rock. Ice and Bug have nothing going for them, and the fact that they decided to make the already-busted Fairy resist Bug still angers me to this day.

Problem is Rock moves are very widely distributed, Stealth Rocks included. Pretty much every Ground or Fighting type gets Stone Edge or Rock Slide as coverage and they do the job better than most actual Rock types could, it's the same issue with Water types and Ice Beam distribution. Rock and Ice moves are strong but actually having the type itself is only a detriment.

Bug is a fine type, yeah it's lacking offensively but dual resistances to Fighting and Ground is incredibly useful and like Grass a lot of Bug's moves have strong effects that help make up for the many resistances. Leech Life, Lunge, Quiver Dance, Sticky Web, etc. There's also the infamous U-turn which is very widely distributed to non-Bugs but having STAB on the single best chip move in the game is still a pretty great advantage.
