Neutral damage is more than good enough given how hilariously awful his team is offensively and there are plenty of options for that. Noctowl, Fearow or Pidgeotto for example can't be hit and sweep the Gym with their Flying moves, Meowth and Granbull get Bite, Teddiursa has Feint Attack, Jigglypuff has Rollout, Raticate and Furret can get the Ground TMs, etc. Literally just get any Normal type with a coverage move and you win. Gengar can't sleep hax through your whole team by itself.
