Houndour, Slugma, Murkrow, Larvitar, etc. aren't available prior to the Elite Four, so it's not fair to count them as you're not including the Safari Zone extension Pokemon which you can obtain in the postgame of Emerald either. Overall though, you're correct. It is somewhat of a downgrade. I think 223 out of 251 are obtainable using Crystal alone as opposed to 213 out of 386 using Emerald alone. DP is a much greater downgrade though. Only 151 out of 493 are available prior to Elite Four whereas in RSE you can get 202 out of 386 prior to the Elite Four. Platinum largely fixed DP's dex problem though.
