While they take place in the same time frame, there's nothing that says Gen 2 and 4 protags start their journey at the exact same time.
It would be more appropriate to suggest that at a minimum, Gen 4 would need to start sometime after the events with the Red Gyarados in Gen 2.

Not everyone, some of the best trainers in the world. Anabel in SMUSUM canonizes at least the Battle Tower and, guess what, she still has her Latios, Raikou and Entei. And there's no reason she couldn't because they're not unique. Neither are any of the other legends they use.
