Have you heard of mountains? Often the northern part of the region isn't cold because of latitude but because of altitude. Also just because a region is inspired in a southern hemisphere country, it doesn't mean it's in the southern hemisphere of the Pokemon world

There is a certain feeling of progression and "ascending" when it's done that way, specially on the vertical axis. The left-to-right thing has to do with the way we read text (and usually maps, by extension), though it's not as important.
Sometimes when a trope is used it's because it works, feels natural and resonates with most players
