Original Red picks Bulbasaur (evidenced by most early concept art and his appearance in LGPE), and new Red picks Charmander (evidenced by official merch and most post-Gen-III spinoffs). I think Red with Bulbasaur was canon up until the release of FRLG, at which point they made Charmander canon due to its popularity. I vastly prefer Red with Bulbasaur and Green with Charmander because I think it suits them much more than the alternative, but unfortunately I think that was retconned with Gen III and Red and Charmander is canon.

Everyone always says that like that's got something to do with anything. What does Piplup have to do with Dawn? It's not like they particularly match, so why would Barry's Pokémon need to match his personality? Barry having a calm, mellow Turtwig as a foil to his personality works just as well as him having Chimchar just because he's energetic. Pokémon can have different personalities than their trainers

Can we write that off? "Canon" is only relevant as far as it pertains to other games within the series, and in all of Red's appearances he not only has all three starters, but his highest level Pokémon is an unevolved Pikachu. If he started with Bulbasaur or Charmander I would think those would be his strongest mon.

Not only that, but Blue in GSC uses Exeggutor, Gyarados, and Arcanine, instead of having any of the starters which also matches up with GSC being a follow up to Yellow version.
You’re incorrect in saying Red has all 3 starters in all his appearances however. In LGPE Red only has Pikachu and Venusaur, and in that case his entire team is level 85 across the board.
