Mushrooms are actually a lot more sentient than most people would think, and a lot of plant life in general is fairly autonomous in their natural environments. (Though mushrooms are a fungus but whatever you get the gist)

Its literally just a blob, i would argue a slug (i know i posted snail, but english isnt my native language) looks more like it than anything with tentacles. If it wasnt for the literal Cup there is no way i could see it as the pokemon, while a slug is still flat enough to give it the rings to make it look more like the actual pokemon
