The real question is why Greninja isn't in SWSH when its elevated itself to franchise mainstay with 2 Smash appearances and a spot in Unite. If it's not in BDSP and PLA then it'll have been unplayable for like 4 or 5 years straight.

TPC wouldn't let Ash to get any past region Pokémon on his Kalos team, so they had to come with this gimmick to compensate. But they can't let OLM make up something so big as anime only content, so they canonized it somehow in-game.
