If you just draw in-betweens to perfectly match the key frames they're sandwiched between, it looks robotic unless you're doing on 1s which, while feasible, is also extremely cost and time prohibitive and generally not worth it for a 22 minute episode of a series that's going to go on indefinitely like Pokémon. Good animation will make use of smears and in-betweens that aren't on model because during the actual 24 fps, it adds to the feeling of movement. It's unfortunate that people think they want perfectly on model characters from every angle on every frame (even more ridiculous when people ask for 60 fps anime) because they don't even realize that what they're asking for would be identical to 3D models. Animation is supposed to be imperfect. Even for the SM anime, they did what they did as a stylistic choice that allows for more frequent animation in things like character acting.
>>48171942Now Super (your example especially) is more of an example of "Churn out this episode from start to finish in 3 months please while concurrently working on 30 more episodes". Not counting preproduction, an anime episode will be worked on for about 8 months prior to it airing, with priority going towards the episodes airing earliest.
