Phanpy isn't even super powerful so I don't know why the held it back for so long into the game.
Same goes for a lot of pokemon, like murkrow, you see someone use it but not until you hit KantOOO do you have a chance of finding it.

I agree. I could see it being held back in Gen 2 before the concept of generations was really set in but it should have been corrected in gen 4, Teddiursa too.
