I'm not expecting her to go through some massive journey of self improvement like your strawman exponential graph. This is the ashime we're talking about.
But I do expect her to get some level of development when she gets near whole episodes dedicated to her alone like the trip to Sinnoh and meeting Dawn. She doesn't grow at all and learns nothing. Her Eevee reflecting that is all the more proof that they're waiting to give her like one or two big moments and then still throw her back to the curb, which is a really annoying part of this series.
