If it's a steel type you can use a Magnet Pull mon to increase the chances.

Anything you can do to boost the chances?
If it's among the higher level encounters for the area, get a pokemon at that level to filter out the weaker ones
Electric type, use static
Steel type, magnet pull
In Gen 8, Harvest, Flash Fire, Storm Drain and Lightning Rod do the same with the obvious types, but I assume it's not Gen 8 since you're talking about random encounters.
