None of what you said is incorrect, but it does still not address the fact that it's clearly sold as a "sword-fighting" Pokemon to go with it's prevos "fan-fighting," which is also a direct martial art. Again; Samurott CAN be a mixed attacker, but it's pretty obvious which aspect is more stand out in people's minds.The fact that they clearly thought out it's capacity as a physical fighter by establishing it's previous using weapons, giving Samurott an evolution of these weapons, giving it a natural movepool that implies it is actively using these weapons, but it just kinda does... whatever this is to use them is silly.
Either make it actually be able to use them without being awkward (i.e. stand, as much as we bitch about bipeds), or retool them so people don't bitch about the seamitars. Since their tools are just made of keratin, Samurott could have just given up on separate weapons and had claws or something that can come together like swords so it can just slash whoever gets closer than Hydro Pump and head spike range. That way it can still loosely reference multiple tools, but also not be pulled entirely into being a jobmon or whatever.
