In lore, it finds Dreepy which it adopts and cares for and also uses as missiles, but it's like Magnemite's evolution in that this isn't reflected in gameplay.
Like other pokeghosts, it can control its tangibility and allow itself to be touched and pet. Although, the end of its tail seems to always remain transparent. You can see it get petted in the Nidoran poketoon.
