Give me ideas for non-water-type mons I can add to make surfing/fishing/diving have more variety.

Batfish. Doesnt know how to swim. Just make it mono normal type. Cant learn surf tho so kind of defeats your purpose

Grimer is a great option in polluted areas.
Dhelmise is obvious.
The dratini line is mostly seafaring.
Avalugg and eiscue are supposed to float through frozen seas.
You could fudge a lot of flying types like drifloon or pidgey depending on how close to shore the route is.
The tynamo line is supposed to feed in the ocean.
Probably forgetting some.

What about a literal take on Davy Jones’ locker with a Dark/Steel or Ghost/Steel Type. A literal locker might be dumb so make it like some sort of metal tank like fish that captures other Pokémon and takes their life energy for food. A bit samey to Jellicent so maybe make it a natural predator or rival.

Some combo of Water/Dark/Steel, it could be the regional mimic, appearing as spots of light underwater which are sometimes items and sometimes the pokemon.
