It gives the artist a pretty clear set of parameters of what the Pokemon needs to look like, because everyone knows what a Bug is and what it should be, but at the same time there are so many crazy concepts out there that you can really go buck wild. Ghost definitely fits within that parameter too, because a ghost is a pretty wide open concept but you have realistic limits of what it can and cannot be.
And I would argue that Fairy is also there. Being a mischievous folklore type, you have a pretty wide open field and you also have limits, to some extent, of where you can take the type. And then less so some types like Water, Grass or Rock because they have to have certain bits of their design that tie them to that type and you are somewhat limited to certain concepts. You can make a grass type by mixing an animal with any known plant in existence or just do the plant, but it has to make sense. Compare that to something like a fire type or an electric type where they seem to just take an animal and slap an element on it. There's not as much thought going into what the design with a concept really is, because those are types who you can just stick a lightning bolt on a mouse and call it a day.
