Lance sucks, but I would argue that "the guy who helped you take down the villain team is also the final boss" feels a bit more significant than "the guy who gave you that one item". Steven was so badly done that I was genuinely confused about who the fuck he was when I saw him as the champion in the end.

Exactly this. So many pokemon characters have been hollow shells whose entire character is just their trainer title. Leon isn't a great character but he's not shit either compared to everything else we've seen. The dudes just optimistic and enjoys training which just fuels some special kind of emotional outrage over here. Absurd shit. Like anon pointed out Steven was a complete non-character, Cynthia's dialogue in DP is mostly info-dumping with little to no character dynamic and interaction, Diantha was just putridly shit beyond being lady-like.

Gary and Alder were the only ones with actual character to them and that didn't need a remake or a third version or whatever to fix their lack of life.

Off the top of my head. Hes the only champion that tries to make time for fans, and tries to be a role model for others to follow. He understands the symbolism of the job and really tries to be symbol of hope, inspiration, and courage. He also fights evil and tries to solve conflicts in the story instead of being a useless adult who disappears at the 1st sign of trouble. He actually has a strong in game team with decent moves. He is the most prime best example of a real champion so far.

I'd say he's not the only Champ with character and personal story (his role in main story changes from good to bad depending on situation) such as Blue and Alder (alongside Kukui and Hau if you count them) but he's certainly got one of the most in depth stories of the Champs within just the game their champ in.
