For Maxie/Archie,
A. Their plan makes zero sense from the get-go
B. The means they use to accomplish this is utterly batfuck insane (randomly try to blow up a volcano, even Archie for some reason, and wait until getting trounced by the player character to instead realize they should go after the MacGuffins on Mt. Pyre)
C. Maxie has a bonus event of retardation in Emerald to where even after he wakes up Groudon he decides to raid a space station on the island where the strongest trainer in the region calls home for fucking rocket fuel to try and blow up the volcano again
D. Both randomly wait until the player character cleans their entire base of grunts and admins to try waking up the legendary Pokemon
E. Of course both trigger the apocalypse via waking up a legendary, and Archie gets bonus points for waking up Kyogre long after Maxie awakens Groudon and begins fucking everything up
F. Unlike Eternatus which couldn't be easily caught in a Pokeball or contained, Archie/Maxie don't have any kind of fucking plan for controlling Groudon and Kyogre despite them having a FUCKING MASTERBALL IN THEIR OFFICE IN RUBY AND SAPPHIRE
Rose only committed E as a sin, he's stupid but they're still worse.
