it had more going for it when 900+ pokemon didn't exist, but not every pokemon need to be high tier, just not useless, I hope every mon will be buffed to at least do something so even if they aren't great you can make sets with it along with other weaker pokemon.
That said, being rock type is more of a curse because so many things, like massive pool of good water types can destroy it, Steel is something that can shred it and tends to be a straight upgrade from rock, grass types aren't as wimpy now, and even in lower tier rulesets grass types can be more common and dangerous as well.
Explosion nerf screwed it over hard
it's best used in a playthrough of a normal game and not online because everything now out classes it, but the best teams to use online are stupid gimmick sets that make what was once uneless, still useless but now it can do something funny.
