Eevee has become the secondary mascot in merchandising and promotion over the past couple of years. It makes complete sense in this role because it highlights Pokemon's large pool of types and variety of evolutionary methods (before they retconned Leafeon and Glaceon, this made even more sense), and Eevee itself is such a simple but appealing design. Eevee tends to overshadow its evolutions in marketing because it's easier to sell one easy design than split the market with eight choices with more complicated designs to manufacture, but the Eeveelutions still get far more love, and products, than most Pokemon. Meanwhile, TPC tries to forget that Raichu even exists.

Eevee would be a top choice, for the reasons you mentioned. My moms fave pokemon was eevee.

I would personally go with Rydon as it was the first pokemon ever designed. I believe pic is the first ever released "pokemon" art.

But any of the gen 1 starts and their evos work as well. Squirtle/Ivysaur/Charizard are perfect in smash bros as a trio.

Something like Machop could work as well. The anime would be more battle-focused though.

Rhydon and Clefairy were both considered but were rejected in favor of Pikachu. Rhydon was rejected because the deisgns were no longer primarily kaiju inspired and Clefairy was rejected because they thought Pikachu would appeal more to both genders. I think the OP is asking more which Pokemon would work as better mascots than Pikachu, not which Pokemon were considered and didn't make the cut. It shouldn't be a starter Pokemon as that would show favoritism. Jigglypuff and Growlithe are possible, but I think Pikachu is still preferable. Eevee and Mew would probably be the best choices as replacements.

This. There's honestly no better choice, Pikachu is perfect. Mew, Clefairy, Eevee, etc are all cute and beloved but none of them has the distinct color and patterns that make Pikachu instantly recognizable in even the most minimalist of forms. Likewise pokemon like Poliwhirl, Charizard, Bulbasaur, etc lack the same level of cuteness that gives Pikachu merchandise such wide appeal. It had to be Pikachu.

Bulbasaur and Poliwhirl are pretty cute and Bulbasaur is easily recognizable by the bulb on its back. Clefairy colorwise with the combination of pink and brown is pretty distinct and the shape with the swirl on its head and the claws also makes it recognizable in minimalist forms.

Honestly, Eevee is the obvious answer. After all, there is a reason why they made Let's Go feature either Pikachu or Eevee.
Personally though, I would love to see Celebi. Although I'm a bit biased in that regard because Pokemon 4Ever was one of my favorite movies growing up.

Mew not only has the largest movepool of any Pokemon (excluding gimmicks like Smeargle's Sketch), can transform into any other Pokemon like Ditto, and is said to the ancestor of all Pokemon (or non-Legendary Pokemon, at least), but rumors surrounding Mew also played a major role in ushering in Pokemania. It's rarity also fits well with the "Gotta Catch 'Em All" slogan.
