That's the point of the cut, yes. Exclude at least 31 popular Pokemon so one has to pay for the Home subscription in order to not get locked out of the overflow of the free box.

They never said such a thing. They didn't appear in Sword and Shield for the same reason they didn't make any new ones in Gen 7, they were afraid of other mechanics like triples/rotation making their shiny new asspull gimmick seem like shit.

It can only happen in Galar due to lore, nothing changes despite Masters having Eternatus in the fray-- the fact remains that it will never be brought outside of Galar in the games because they hinged its entire identity around it like Alola did with Z-Moves (meanwhile megas are irrelevant in Kalos aside from one handwave tower)

A similar retcon had to be made to have megas in gen7, and Masters is a crossover game anyway

Gamefreak is confused and is trying to be relevant while being the largest franchise.
They make new gimmick because it's new and cool, but also requires less effort then just making a good Base pokemon experience, you need to add something new every gen which is unhealthy for most franchises.
Honestly I think the higher ups are out of touch, pokemon's fanbase is full of normalfags who have never played a game outside of pokemon so it's really easy to make the cod of rpg's constantly without much backlash, if pokemon was any smaller any of the shit is did would be mocked to hell, like the Lillie's that roam under the map free to stock the player out of sight.
Pokemon has massive pokeprivilege that everyone will turn a blind eye to it, games will be pissed out with no real care or much concern, at least Legends game means they did get cold feet after some of the backlash but I don't think it will last, and the issue won't be fixed until the company itself is restructured in a way that pokemon games aren't being pissed out as fast.
Or get more people that can actually code worth a damn.

It's more like this is the first gen where we see cracks between the handshake deals of all the companies involved with Pokemon
It's the first time I can remember where the spinoff companies, anime, and TPCi disagree with what GameFreak is doing with the franchise which is shit out the same old product
