Yes but in G/S/C there is every Kanto Pokemon, in D/P regional dex there is only a handful of them and clearly not the best/most memorable ones. There is Geodudes and Gravelers on almost every route.

The problem is that you have fuck all options available to you until the later half of the game. OP's picture is absolutely correct because 60% of routes in Sinnoh are Staravia, Bibarel and Kanto garbage, then they stick multiple of the new Pokemon in a single area after the 5th gym or later..

It’s because the early mon distribution is shit and the amount of new mons is too low combined with the high type overlap in the mons. If you have type autism and don’t want repeated types then choosing torterra locks you out of new mons like garchomp, gliscor, gastrodon, roserade, cherrim, hippowdon, mamoswine. If you pick em Pokémon then that lock you out of floatzel, Lucario, gastrodon, bronzong.
This is somewhat alleviated if you’re willing to use old Pokémon but usually people want to use the ones introduced in that gen

Route 216 and beyond were just simply amazing to me, exiting mt. coronet's north side for the first time was just ecstatic even if traversing through all the snow was made such a chore. My only true gripe is that if the encounter rate was better managed or the amount of different pokemon found there was increased it would make going through the actual snow much more pleasurable.

The lighting and art style in this game is just awful. There's no consistency at all. The character / pokemon are so washed out and bright they're almost glowing, but the environment is pseudo realistic and darker. Every screenshot is worse than the last

In Hoenn there is a wide variety of Pokemon outside of the water roads and you can easily build a cool team, gen 3 Pokemon aren't rare and they made the older ones less common, that is a good game design decision.
In Sinnoh it is exactly like in Johto, Kanto Pokemon are the most common ones and Sinnoh Pokemon have a shitty distribution, like Hippopotas that you can only found on a shitty small cave full of Geodude, there is no desert for them.

For people who like to use only new Pokemon in a playthrough the even Gens tend to be more limited in options since GameFreak tends to treat their Dexes more like extensions to the existing Dex rather than focus on the new Pokemon. With Gen 2 it made sense as those were sequels to Gen 1 and with Gen 6 it made sense because Gen 5 added more Pokemon than any other Generation and the Pokedex was starting to get bloated. Hence they intentionally added fewer new Kalos Pokemon, taking the opposite approach of Gen 5 and focusing on quality instead of quantity. With Sinnoh the decision to restrict the regional dex to 151 made less sense. The most likely reason was that DP were released in Japan in 2006, the 10th anniversary of the Japanese release of Red and Green, and those games had 151 Pokemon. The DP Sinnoh dex was also terribly balanced. Many fans complained that they were too few Fire and Electric Pokemon and that Ice types occurred far too late in the game to be usable. Fortunately they expanded the DP Sinnoh dex to 210 in Platinum.
