And there's like 5 champions in the anime; Lance, Steven, not sure if Wallace counts, Cynthia, not sure if Alder counts, not sure if Iris is a champion since she was one of Ash's traveling companions, Diantha, and Leon. So that still means there's potentially 55 to 58 random trainers/gym leaders who are better than him, and him being weaker than a gym leader makes no sense since he should have canonically beaten all of them. That's pretty pathetic.

It was stated from the get-go that no matter what status you have as a trainer, you all start equally from the bottom and work your way up for the ranks.

That applies for gym leaders, elite four members etc as well

Only the Top 8 is where things are different.
