Castelia has more offices than xy, has a mythical event while lumiose doesn't, and anything else lumiose has can be found in other Unova cities, unlike the empty ones in kalos. they stuffed everything in the region into lumiose,
which was a dumb decision they made it crash your game when you save anywhere in half the largest city in the game, as well as fucking up the camera movement.
While Lumiose is a good standalone city, using it as a stronghold of XY in an argument fails miserably.
