Venusaurs only real check is mount moon because fuck zubats, the first gym that can give Venusaur trouble is Sabrina's, but by this point you've either built a team and have other pokemon that deal with her, or are level 50+ solo starter run and by that point everything is a joke.
Honestly in my opinion
Squirtle is "decent" early and "strong" late.
Bulbasaur is "strong" early and "decent" late.
The problem is Squirtle's strengths over venusaur end up only mattering if you do starter only runs because otherwise you end up using starmie by the point you want a water pokemon and is by far the strongest water pokemon in Gen1.
