>>48286155Most Pokemon you have in Pokemon video games are children, when you hatch a newly born pokemon they are children, infants even, they can become level 100 in just a few seconds by magically giving them EXP candies or rare candies or something. Pokemon aging has always been quite strange, but they have been pretty explicit, its a completely separate thing from evolution.
Now in terms of mental maturity, there are some things that apparently change on evolution, when a Pokemon evolves it does augment their brain, personality, and/or understanding in some manner. I remember an episode with Dawn's Piplup that talked a little bit on this, it didn't really make a ton of sense though.
