At least, in the sense that they heavily focused on getting the 3D right rather than things like region design for Pokemon X and Y. I don't even think they completely abandoned those aspects of it, I can definitely tell they wanted to make a bigger, more ambitious game for the series' 3D debut but their limited development time only allowed them to come out with what we have now.
It's really a shame, I used to blindly hate X and Y like a lot of fans do, but in hindsight I definitely see what they wanted with this game but just couldn't do it in time. Because Nintendo wanted a system seller for the 3DS fast, it didn't matter what kind of vision they had for X and Y, they never stood a chance. Omega Ruby and Alpha Sapphire were a lot better in regards to feeling more complete but it was obviously rushed in places which is a shame. Sun and Moon too, those were rushed out for the anniversary.
The entire series has this persistent issue of rushing their mainline games, not even just during the 3D era. It's only getting noticed now because the hardware is evolving to a point where churning out one of these games is a lot harder now than it was in 2002 or 2005.
