For Deoxys there was was a Doel Deoxys distributed in 2006 in the Netherlands in addition to the Birth Island Deoxys, if I remember correctly. But yes, I should've excluded the event Pokemon that are in the Hoenn dex since if you include event Pokemon then you'd also have to include the 10ANNIV Pokemon, Aura Mew, etc. as well.
