No one was meant to figure it out. It was simply a way to make different the experience of finding pokémon on trees for every player. If then people managed to reverse engineer the game to figure how it works, good for them.

Anyone born before the 2000's, as that was the only way to pick up controls, story and other game-sensitive media. I have never had a hard time getting a heracross in HGSS. When you find a heracross tree you just know because all the pokemon that show up in one are different.

I found heracross pretty easily when I played Crystal as a little kid too, pokemon was really good at fostering that feeling that there was something new you were about to discover. I never had that much trouble with feebas either as much as people like to complain.
