Yeah they weren't there in DPPt, because they didn't exist yet in the franchise (aka in real life), but canonically (aka in the game's lore) they have always been there, just like Gen 8 pokemon already existed across the Channel while Gen 6 was occuring in Kalos
Do not confuse real life technicalties as the franchise evolves with in-game lore
