The original Eterna statue could be interpreted as Dialga or Palkia depending on how you looked at it, but when rending it in 3D they made it similar to the statue in the Adventures manga.

They were already picking favorites when designing Palkia to be so ugly and phallic. It's the ugliest cover legendary even to this day. Dialga's not much better, but at least it isn't hideous.
