Even if Azumarill has a better type combination than Feraligatr, Azumarill's stats are so low, and its movepool is so similar, that with no abilities its outclassed every single time due to it being too slow and tool weak to get any use out of that fairy typing. Abilites leveled the playing field, but since they're gone, so is any use for Azumarill.

How come, in Gen 1, no one needed Poliwrath's unique type combination and access to Hypnosis? It was the only Pokemon who had all those traits, so people would wanna use it right? Well the answer is that its stats fucking sucked, and its typing wasn't good either. As it turns out, even if Pokemon do things differently, some Pokemon are still better than others, wow!
