Since you are going with anime logic, the anime showed that all bulbasaur gather yearly at some point to evolve.
If going by Ash's Bulbasaur, his body was evolving on its own but he canceled it

You can literally evolve a pokemon fresh from the egg.

Evolution =/= age.
Not that age matters at all for pokemon.

Yeah, so it's optional. The anime is no stronger to showing elderly NFE Pokemon. Some Pokemon evolve, some reject evolution, and for some, evolution simply never comes.

Evolution is determined by experience so the 2yo would have to either do a shit ton of battling from birth, or have evolved from some other method like a stone
