My guess would be that she was obscure enough for it to not cause complications. She wasn't part of the plotline so many players don't even know her. That allows this iteration to have a wink to a preexisting character but she can also feel like an original character. And they might have wanted a design that clashes with this professional looking version. If it was a more major character in a previous plotline it might feel tacked on or disrespectful to yank them out of their role in that timeline. Poor Anabel won't be missed.
