and for the others, they're new evolutions and when they did a bunch of those for johto/sinnoh (and im pretty sure this applies to the evos specific to galarian forms too), they were just late in the regional dex for the region that introduced them and not put next to the older pokemon they evolve from
and not in op but for actually new forms like growlithe, theyre basically regional variants so they likely go next to the pokemon theyre a variant of in the natdex
