>>48337874It doesn't have anything to do with them being incompetent. Game freak just realized they could shit out low effort, low budget, unfinished games and still make millions. On top of that, culling the dex is an extremely easy way to sell dlc. They dont even have to do any work besides making an hour long story and slapping together some generic map.
