I feel that the best why to give it its own identity while still keeping it somewhat similar to Charizard would be to
save some of its defenses and give it to both Attacks (I know badgers have thick shin, but they're not invincible, they're just really persistent).

The best way to communicate that its supposed to be fast would be to just give Agility, since Cyndaquil used it all the time in the anime.
Speaking of which, give it Swords Dance (everything else gets it) and it actually has a tolerable physical movepool, Nasty Plot (it gets stronger when angry), and the obligatory Earth Power and Ancient Power every other volcano mon gets, and there you go. Now Typhlosion is actually useable because it can do something instead of spamming one fucking move that isn't even good anyways.
