Water has always had a close relationship with Ice. Most Ice types were Water type to start out, and Lorelei, another prominent Ice user has a Slowbro which also has "nothing to do with Ice".

Drop Vaporeon and Quagsire, it's trying too hard to not be monotype when Lapras already covers water and ice. Devolve Weavile to Sneasel. Lapras/Sneasel/Jynx/Mamoswine is perfectly fine.

Eh I picked them for coverage against fire and to deal with fighting types a bit. Pryce is the 7th Gym leader, and it's not like i'm giving them competiive movesets.

Personally I think HGSS should've had all Gen III and IV evolutions to Gen I and II Pokemon included not just the evolve via knowing a move ones. It doesn't alleviate every problem with the selection of Pokemon but it at least helps.
