Physical, shurikens are physical weapons, I know this one is made of water, but still should be physical. There are other moves like that, spirit shackle is a magical arrow, but still physical.

More like an icicle, but generally all physical water moves usually involve the Pokémon’s actual body parts being involved with the attack like aqua tail or waterfall so yeah there is precedent for ‘pure’ water attacks being definitely special much like with fire and electric
