Serperior maybe but Snivy is pretty popular so if Delphox can avoid the scrappy pile due to its pre-evo I think Serperior does as well, plus I don't really see the (for lack of a better word) excitement towards most of the Gen V starters that there is for other generations.
I would probably agree with you about Primarina but given it's become synonymous with the whole tranny shit I think it avoids being caught in the same conundrum that Meganium is.
As for Empoleon, I don't think so, Infernape is probably the no.1 for most people but I think along with the Hoenn trio, the Sinnoh trio are probably the mostly liked out of the series since there isn't really a weak design among them and they don't have to deal with the gen wars that the Kanto trio or later generations have.
