Galar's champion is unique in that he doesnt have a single pokemon with more than 0 IVs in any stat. I think the Galar League is supposed to be the pokemon version of the special olympics

Games and anime are two different universes. In the games, N is a trainer with weather based teams. In the anime, N isn't even a trainer. The problem comes when people try to combine both to prove a point when they have contradictions.

Establishing a character as strong is done by having Blue's name in every Gym by the time you get there, or having Red wait for you at the summit of the mountain only Champions can enter. It's done by watching Lance tear through a Team Rocket base, or Deoxys pop out of a meteor, or Giratina break the seal placed on him by the world's god to stop Cyrus from bending the embodiments of time and space to his will.

It's not just done by telling you over and over that Leon is the best, Leon never loses.

The entire point of the series, the league, and the characters is that there's always some random faggot that will crawl out of some shack in the woods and casually reach godlike status in a month. Power leveling regions is meaningless because any region could just spontaneously get a godslaying schoolboy out of nowhere. It's like trying to argue about which country has the strongest military when some African village will randomly have a local farmer turn into Goku and wipe out half the planet.

Leon was undefeated for ~10+ years until the player character came along and unlike Shithia (who is the only other character who was said to be a champion for years iirc) the game established that tons of high level people constantly challenge Leon but fail.

Something interesting to consider about galar leaders and all is they are the only ones with access to actually practice Max shit so they have a fucking huge advantage over passerbys who never get to practice with the reginal gimmick. Pretty much every galar trainer deserves the high placing in a format that allows dynamax but if you remove it they all drop 4+ tiers
