Imagine if every creature that typically lives in a cave, or on the slopes of a mountain, received the Rock type. Imagine if everything that could burrow or live in a hole in the ground, or lived in the desert, received the Ground type. Imagine if everything that could live in a forest received the Grass type, in an urban-industrial environment the Steel type, or that came out at night time the Dark type.
Massive reduction in game variety, owing to restrictions of the other remaining assignable type, and a lack of distinction between that which merely lives in Water and that which IS Water-y.
Now if were talking about a rare type like Ice then the case becomes stronger - there aren't many winter or arctic-themed mons so sure, use them as an excuse to add more Ice to the roster. But Water? It's everywhere and the second most-common type, and furthermore it was the SINGLE most common for a long while. Thank goodness that changed.
