Why's this lil shit learn no new moves until it evolves at lvl 39,
then if u evolve eelektrik into eelektross right away it will continue to learn no new moves

It's meant to he a Magikarp-like jokemon, and at the time stone evos having no moves was the standard.

Eelektross can learn via move relearner most of Eelektik's level up moves so you're not missing much evolving it right away. Only Coil and maybe Zap Cannon are worthwhile.
And gen 6 buffed stone evo movepools so Eelektross now gets those too, anyway.

You catch Tynamo at around Level 27 in Chargestone Cave in its debut generation. The whole point of this Pokémon is that you have to train it up with its limited movepool and earn that Eelektrik. Then, you have to earn the Thunder Stone to get Eelektross.
